Building a Granny Flat in San Diego: What Homeowners Should Know

Many homeowners in San Diego are looking at granny flats — also known as accessory dwelling units (ADUs) — as a practical way to add usable space and increase property value. SJB Construction Inc works with homeowners navigating this process, from understanding local regulations to completing the build. These self-contained living areas are commonly used to house aging parents, adult children, or long-term tenants.

San Diego County has been dealing with a housing shortage, and in response, the San Diego Board of Supervisors voted to waive permitting fees for ADUs. This has made it a more financially accessible time to consider building a granny flat or detached ADU in the area.

Can You Build an ADU on Your Property?

Before moving forward, it's important to determine whether your property qualifies. In San Diego, an ADU — sometimes referred to as a companion unit (CU) — can be either attached to the main home or detached, such as a backyard cottage or converted garage. There are several regulations that apply:

  1. The unit must be located in a residential zone where a single-family residence exists or is being built.
  2. It must be on the same legal lot as the primary dwelling.
  3. It cannot be sold separately from the main home.
  4. It must include space for sleeping, sanitation, eating, and living.
  5. It must comply with fire and main building setbacks.
  6. A compliant parking space must be provided.

In some cases, an existing structure can be converted into an ADU. However, properties zoned as multi-family units may not qualify. City and county regulations can also differ, so it's worth verifying the rules that apply to your specific address before starting any project.

As for size, a detached ADU can be up to 1,200 square feet. If the unit is attached to the main home, it must not exceed 50 percent of the existing dwelling's floor area. Common locations for granny flats include basements, existing garages, above garages, or as standalone structures on the property.

What Does It Cost to Build a Granny Flat in San Diego?

Construction costs vary depending on the scope of the project, but the minimum is generally around $250 per square foot. Several factors can push that number higher:

  1. Expanding an existing structure or building from scratch
  2. Adding new power, sewer, or electrical connections
  3. Building on a second story
  4. Laying a new foundation, constructing exterior walls, or adding a roof
  5. Challenging on-site conditions

The cost per square foot for an ADU tends to be higher than for a standard single-family home. This is largely because the build still requires the most expensive rooms — a kitchen and bathroom — without the ability to offset those costs by adding larger living areas or additional bedrooms.

Some homeowners consider prefabricated or modular units as a way to reduce costs. However, the advertised price per square foot from modular companies typically doesn't include planning, permitting, site grading, foundation work, sales tax, or transportation fees. Additionally, not all sites are eligible for factory-built dwellings.

On the positive side, the fee waiver program in San Diego County can result in significant savings. With developmental impact fees also being waived, some homeowners may save an estimated $14,000 or more compared to building outside this period. The San Diego Union-Tribune has reported that the waiver can represent roughly a 50 percent discount on typical fees, which can range from $30,000 to $49,000.

As an investment, a granny flat can add meaningful value to a property. With the average price per square foot for a San Diego home sitting around $446, adding approximately 600 square feet of living space could increase a home's resale value by around $200,000.

SJB Construction Inc assists homeowners throughout the San Diego area with granny flat construction, garage conversions, and detached ADU builds. They can help assess your property, walk through the regulatory requirements, and provide guidance on what a project might realistically involve.

"We recently bought a fixer-upper that hadn't been renovated since it was built in the '60s, so we enlisted SJB to help us modernize it. We tore down walls and fireplaces, replaced all the floors and fixtures, and even added a second floor with a killer master bathroom. Steve and his crew were phenomenal; the quality of work is fantastic and Steve was great at addressing any questions after we moved in. He was very knowledgeable and by-the-bookno cutting cornersso I'm confident our new home will be in good shape for years to come."

"A year ago I sought out a contractor to build a room addition. I found SJB Construction through Google searches and other research. 5 stars on Yelp, good BBB profile, I felt like I was making a good choice. The day my project started was a foreshadowing of things to come. Steve had told me I wouldn't need to move out of my existing bedroom until " the last month ". The very first day, his crew began removing stucco from the side of my house and smashed my master bedroom window. They boarded that window up. Rains were in the forecast for the following couple of weeks and I had exposed insulation and walls, 30 feet worth. Steve said " that's just construction, it's fine ". My slab was poured, and the rains came. The rain pooled on the slab and made its way into two of my rooms, destroying my carpet. I spent 7 hours in the middle of the night cutting carpet back until it was dry and removing all of my belongings from my bedroom and family room. This is with my 3 small children living at the house. 3 months before we were supposed to have been out of these rooms. Every time a storm came I would beg and plead with Steve to help weatherproof the existing structure. I personally bought a a 250 50x50 tarp to cover the entire house. Steve put the tarp on - his freaking job - but he sure as heck wasn't going to provide any materials to protect my home. That was on me. From December 1 2018 until last night April 14th 2019 my wife and I have slept on air mattresses in my living room. Things surely got better, right? No. Worse. Throughout every phase of the project I would notice poor workmanship. Industry standard practices not followed. Examples: 1. Windows. Steve's own crew - the same guys that framed the house - installed the windows. Usually a licensed window contractor would do this. If they see a problem, they tell the framing crew to fix it. Over half of my windows and doors do not operate smoothly. Over half are not level or plumb. My brand new master bedroom slider does not close properly, and its screen door cannot even enter the jam. I have picture of windows shoehorned into the rough opening where there is supposed to be a perimeter of space for settling. All in the installation manual. My daughters new window was installed so tightly it was bowed in the frame. Steve "fixed" this by sawing the sill down or something in a rush as the stucco guy came around the corner. Now the windowsill is uneven. My double hungs have to be forced down. No shims were used per instructions printed ON THE WINDOW. I can go on and on. 2. Drywall. Sloppy, horrible drywall returns around windows. Half an inch change in direction in various angles. Popped screws painted over throughout. Sloppy texture. In one instance, spray on orange peel texture was used over my existing knockdown textured wall. Attempts to match existing texture were awful. Good drywall guys can do this. 3. Floors. Why sub to a licensed flooring contractor when you can do it yourself? Steve's crew did the floors. I provided a highlighted, written set of manufacturers instructions. Multiple items were not adhered to and the floors came out horrible. LVP planks were slammed into drywall, pics attached. Why do the required 14" of spacing when you can just ram it into the drywall?? Why undercut jams when you can sloppily cut around them? Why put floor transitions under doors when you can just have 4" of carpet sticking out in the hallway? Steve angrily and disrespectfully called me a "layman" in my own home when I brought these concerns up. He told me "jobsite conditions" prevented him from doing the floors in the normal, standard trade way. I pulled up all the planks, hired a real contractor, and had the floors laid correctly with 0 issues. I paid 4,700 labor out of contract for this and had to buy an additional 1,600 worth of flooring since Steve's crew improperly cut and laid so many. I have more to say but I exceeded Google's limit! Don't hire Steve - ever."
